Joseph M. Costa, Chief Executive
Officer
Joe joined the Sunny Hills Services team in January,
2002. He oversees all programs, services, staff, board,
volunteers and clients. Costa has a Masters of Social
Work in Administration from Boston College Graduate
School of Social Work in Massachusetts, a Masters of
Divinity from St. John's Seminary, School of Theology
in Massachusetts, and a Bachelor of Arts in Philosophy
and Social Sciences from St. John's Seminary College.
Working in the child welfare field since 1984, Costa
brings to Sunny Hills Services twenty-five years of
experience that includes work in juvenile justice, residential
treatment, and community services, beginning in Massachusetts
where he served as the Executive Director and Administrator
for St. Vincent's Children's Services. He has also served
as the Director for Community Services and Pastoral
Planning for the Roman Catholic Diocese of Fall River.
From 1998 - 2001 he served as the Executive Vice President
and Chief Operating Officer for Para Los Niños,
a child welfare agency in Los Angeles. Since 2005, Joe
has served as the Co-Chair of the Western Region Steering
Committee of the Child Welfare League of America. In
this capacity, Joe represents the region on the national
board of the Child Welfare League of America.
Barry Feinberg, Chief Operating
Officer
Feinberg rejoined the staff of Sunny Hills Services
as Chief Operating Officer on Dec. 1, 2003. He previously
was the Chief Program Officer of the Lincoln Children's
Center in Oakland, and before that served in executive
management positions at Edgewood Center for Children
and Families in San Francisco. In 1979 Barry became
the first male social worker hired at Children's Garden
Latency Age Treatment and over the years has provided
consultation and technical support to leading child
welfare and children's mental health agencies around
the state, including Sunny Hills Services. Feinberg
oversees all agency program services and a variety of
operational functions including human resources, quality
assurance and facilities. He received his Master's degree
in Social Welfare from UC Berkeley, is an LCSW and has
lectured at UC School of Social Welfare and UC Extension.
Brad Freed, Clinical Director,
Residential Services
Freed holds a Master of Science degree in Clinical Psychology
from San Francisco State University and is a Licensed
Marriage and Family Therapist. Before being promoted
to his current post, he served a year as Program Director
for the Children's Garden Latency Age Treatment program.
During the six years that preceded his promotion to
that position, Freed held the position of Social Worker
in one of the cottages on the San Anselmo campus. Having
begun his career in residential treatment at the Astor
Home For Children in upstate New York in 1987, Freed
began his tenure at Sunny Hills Services in 1990, working
as a counselor in another of the cottages on campus.
Shortly after earning his graduate degree from SFSU
and prior to returning to Sunny Hills Services as a
clinician, Freed developed and managed an innovative
school-based day treatment program at McClymonds High
School in West Oakland.
